Start with the connection to Guam
Note where you were, where the company operates, what service you used, and the dates. A company based elsewhere or a website accessible from Guam does not by itself tell you which law applies.
Do not assume California rights transfer
The CCPA protects California residents. It is not a general privacy law for every resident of Guam. DROP also requires California residency. If you have connections to both places, describe them and let an attorney assess the relevant law.
